I read about the plan to establish a Financial Centre in Kuwait on the first page of this website. Many years ago I wrote a presentation about “Establishing a Financial Centre”. I know, that your country has enough high qualified economists but the main idea in my presentation was, to take all the advantages of the worldwide existing off-shore-places and to put them together in one place. This presentation would not exactly for your country, because I wrote it for an under developed country, what your country is definitely not, but I think it gives a good impression about the main ideas. Original I wrote it for a member of the UN. If you are interested to read this presentation I would be glad to provide it to you. I am an economist by my self and worked for international banks in the past.
